Gloved hand troweling fresh white plaster in a drained pool

Home / Best time to resurface

The best time of year to resurface a pool in Phoenix.

Short answer: for most Valley homeowners, October through early December is the sweet spot, with winter close behind. The weather is mild enough for plaster to cure evenly, the spring rush hasn't started, and if you're on City of Phoenix water you can refill before the January to March window that sets your sewer charge for the year. July and August are the months to avoid if you have a choice.

Why the weather on install day matters

Plaster goes on a drained shell in the open air, so the temperature on install day shapes how it cures. The table above shows how far apart a Phoenix July and a Phoenix November really are.

What heat does to fresh plaster

There's no industry standard that sets a maximum air temperature for plastering, according to a National Plasterers Council technical bulletin summarized in AQUA Magazine. But heat shortens how long plaster stays workable, dries the surface faster and raises the risk of shrinkage cracks and blotchy color between sun and shade. Crews working in summer compensate: they start very early, pre-soak the shell, keep materials shaded and cool the mix, use set retarders, add plasterers and sometimes tent the pool. A good crew can plaster in July, but you're asking them to beat the clock. Shasta Pools, a long-running Valley builder, tells Arizona homeowners to approach July and August with caution for the same reason.

The spring rush and how far ahead to book

Most Arizona homeowners schedule remodels between October and April, and the spring rush usually starts around March, according to Shasta Pools (October 2025). The same article says December through February is usually slower, with many builders having openings, and that if you want to swim by spring you should aim to start between November and January. If you call in March, expect a longer wait for a start date.

The Phoenix sewer-charge catch

If you're a City of Phoenix water customer: Phoenix sets your monthly sewer charge from your average water use in the January, February and March billing cycles. A resurface ends with a full refill, so refilling in those months can raise your sewer charge. The city's own advice is to refill your pool outside January through March when possible. If you can't, the city runs a yearly sewer fee review for that January to March window that you can request through MyPHX311; check the city's rate page for what it accepts. Other Valley cities bill sewer differently, so check with your own water provider.

What the refill water costs

A 15,000-gallon pool is about 20 billing units (one unit is 748 gallons). At the City of Phoenix's inside-city residential volume rates effective March 1, 2025, plus the $0.62 per unit environmental charge, that's roughly:

  1. December to March: about $111..
  2. April, May, October, November: about $126..
  3. June to September: about $135..
  4. That's before any sewer effect above, and part of it may fall inside the monthly allowance that comes with your service charge. Outside-city customers pay higher rates. Bigger pool, more water.

Estimate your pool's size and cost

Draining takes most of a day

Phoenix wants drained pool water in your sewer cleanout, not the street or alley, at no more than about 12 gallons per minute, and says the safe rate may be lower depending on your line. At 12 gallons per minute a 15,000-gallon pool takes about 21 hours. Saltwater pool water may not go to the street at all.

Phoenix drain rules in full

So when should you book?

  1. Best: October to early December. Mild days, before the spring rush, and a refill before the sewer window.
  2. Good: December to February, when builders often have openings. Phoenix water customers should weigh the sewer catch above.
  3. Busy: March to June. Fine for the plaster, but the calendar fills fast.
  4. Avoid if you can: July and August, the hottest months..

Whatever the month

Your pool should sit empty as briefly as possible, and the 28-day startup routine on our replastering page applies year-round. Planning a winter or fall resurface? Tell us about your pool and up to three licensed local contractors who fit the job can send quotes.

Questions

Common questions

Can you resurface a pool in the Phoenix summer?

Yes. There's no standard air-temperature limit for plastering, but heat shortens working time and raises the risk of cracking and uneven color, so crews start at dawn and take extra steps. Spring and fall are easier.

How far ahead should I book?

For a start before spring, call in the fall. Shasta Pools says the spring rush starts around March and recommends booking early, around January or February at the latest, to avoid long waits.

Does refilling my pool raise my Phoenix sewer bill?

It can if you refill in January, February or March, because those months set your sewer charge. The city suggests refilling outside that window and runs a yearly sewer fee review for it.

How much does it cost to refill a pool in Phoenix?

About $110 to $135 in water for a 15,000-gallon pool at current City of Phoenix inside-city rates, depending on the season, before any sewer effect.
