Resurfacing in the East Valley

East Valley rules differ more than most people expect. Mesa makes the owner responsible for replaster wastewater, Tempe wants zero chlorine and a small pump before you drain, Gilbert allows the curb and gutter only as a last resort, and Queen Creek runs entirely on groundwater with some homes on septic.

Water hardness runs from about 10 grains per gallon in Gilbert's last report to about 16 in Mesa's eastern zones. The table below sums up each city's water and drain rules, with the details on each city's page.

Water and drain rules at a glance
CityTap water hardnessWhere a drained pool goes
MesaAbout 12 to 16 gpg by zone (2025)Cleanout or yard; replaster water can't go in the sewer
Chandler10.1 to 16.8 gpg (2025)Yard or cleanout, no permit
GilbertAbout 10 gpg average (2019)Yard, then cleanout, then curb if allowed
Tempe12.4 gpg average (2020)Zero chlorine, cleanout, small pump
Queen CreekAbout 12 gpg average (2023)Landscape or cleanout, not septic
Worth knowing

Before you pick a finish

Original builder plaster

If your pool still has its original plaster and it feels rough or shows gray patches on the steps, the finish has worn through. Plaster typically lasts 7 to 10 years.

Calcium on the tile line

Valley water is hard, so white scale builds up on waterline tile. Many owners replace or clean the tile in the same job.

HOA rules

Some HOAs set work hours or require notice before a pool is drained. Check your rules before the crew is scheduled.

Questions

East Valley questions

Which East Valley cities do you cover?

Chandler, Gilbert, Mesa, Tempe and Queen Creek, plus San Tan Valley, which became its own town in 2025.

Should I replace the tile at the same time?

If the tile is chipped, dated or heavily scaled, doing it during resurfacing saves a second drain later. You can ask for it to be priced separately.

How much does pool resurfacing cost in Chandler or Gilbert?

Phoenix-area ranges run from about $4,000 for white plaster to about $15,000 for pebble, depending on pool size and prep. Our cost guide gives a ballpark by finish and size.
